(a) Seven-Member Council. The St. Paul Tribal Council shall consist of seven tribal members and shall be elected by tribal voters as provided by Chapter 1.35 ATC. Elections for the Tribal Council positions shall take place in November.

(b) Officers of the Council. The officers of the Tribal Council shall be the President, Vice President, and Secretary/Treasurer. The Council itself shall select the officers after each annual election for Council members. In the event of a vacancy of an officer position during the year, the remaining Council members shall decide how the position shall be filled.

(c) Voting Rights. All members of the Council shall have the right to vote except in cases of conflict of interest as defined in ATC 1.05.60.

(d) Duties of Officers. The duties of the officers may be refined by written policies as adopted by resolution of the Tribal Council, but generally shall be as follows.

(e) President. The President shall preside over meetings of the Council and of the Tribe. The President shall provide general supervision for the affairs of the Tribal Council. The President, or his or her specific designee, shall sign, all contracts, leases, and other significant documents approved by resolution of the Council. When the Council is not in session, he or she shall be the official representative of the Tribe and shall report on all significant activity including business and signatures on documents to the next Tribal Council meeting.

(1) Emergency Executive Order. In emergency situations involving the health, safety, and welfare of the Tribe, the President may issue an emergency executive order which has the full force and effect of a tribal ordinance. Such emergency executive orders shall state the nature of the emergency and shall only be in effect until a quorum of the full Tribal Council can be established to approve or reject the order, but in no case shall such orders be effective for longer than thirty (30) days.

(f) Vice President. The Vice President shall assist the President when called upon to do so. In the absence of the President, the duties and authority of the Vice President shall be the same as those of the President.

(g) Secretary/Treasurer. The Secretary/Treasurer shall chair tribal meetings in the absence of the President and Vice President. The Secretary/Treasurer shall attest to resolutions and certify minutes of meetings. The Secretary/Treasurer shall undertake responsibilities for financial affairs and other secretarial duties as specifically designated by the Tribal Council.
