(a) The eligible voters of the St. Paul Tribe shall have the right to propose initiatives through a valid petition signed by at least fifty-one percent (51%) of the resident tribal voters. Such petitions shall be submitted to the Tribal Council.

(b) The Council shall call an election to be conducted by an Election Committee appointed by the Council no later than thirty (30) days after receipt of the petition.

(c) If the Council fails to act on the petition, the ordinance or resolution proposal may be brought before a tribal membership meeting called under the terms of ATC 1.30.60. An affirmative vote by a majority of the Tribe’s eligible voters where a quorum has been established shall be required to initiate or validate the matter which the initiative concerned.
