(a) Definition of Aleut, Unangan. The tribal name for the Aleut people is “Unangan.” The Aleut Community of St. Paul Island Tribal Constitution specifies that original tribal members must be Aleut. “Aleut” shall include descendants of Aleut people, regardless of blood quantum.

(b) Base Roll. The base roll of the Aleut Community of St. Paul Island shall be the roll developed for the “Corn Beef Case, December 6, 1983” as amended by the Tribal Council to include those who should have been on that roll but were unaware of the case.

(c) Membership. Persons listed on the base roll of the Aleut Community of St. Paul Island, and lineal descendants, regardless of blood quantum, shall be members of the Aleut Community of St. Paul Island and automatically eligible for enrollment.

(d) Children of Members. Minor children of base roll members and their lineal descendants are members of the Aleut Community of St. Paul Island Tribe. “Children” include both biological and adopted children. Parents and guardians may not relinquish tribal membership or eligibility for enrollment, or disenroll their minor children from the Aleut Community of St. Paul Island Tribe. Minor children of members are members of the Tribe whether they are formally enrolled into the Aleut Community of St. Paul Island Tribe or not.

(e) Adoption of New Members Into the Tribe. By an affirmative vote of at least five Council members, the Aleut Community of St. Paul Island Tribal Council may vote to enroll new members who established homes on St. Paul Island as tribal members; provided, that the person resides in St. Paul for at least three years before applying and is of Alaskan Native/American Indian descent. The children of such individuals are not automatically eligible for membership in the Aleut Community of St. Paul Island Tribe unless at least one parent is a lineal descendant of a base roll member. The three-year residency requirement must immediately precede the application for membership. Adopted members may be disenrolled if they permanently move out of St. Paul or for other reasons listed in ATC 1.45.90.

(f) Loss of Membership.

(1) Not Intending to Return. Article II, Section 2 of the Constitution and Bylaws of the Aleut Community of St. Paul Island describes loss of membership in part as: “Any member who moves away from St. Paul Island or St. George Island, intending not to return, shall lose his membership….” Membership in the St. Paul Island Tribe shall not be lost due to moving away from the community unless the member who is eighteen (18) years of age or older files a notarized letter with the St. Paul Tribal Council specifically indicating that they do not intend to move back to St. Paul.

(2) Good Reasons to Revoke Membership. Article II, Section 2 of the Constitution and Bylaws of the Aleut Community of St. Paul Island describes loss of membership in part as: “… any membership may be taken away for good reasons by the Community.” The reasons for revoking membership by disenrolling members are listed in ATC 1.45.90.

(3) Relinquishment of Membership. Any member eighteen (18) years of age and older may willingly give up his or her membership through an application of relinquishment of tribal membership filed with the St. Paul Island Tribal Council. No member under the age of eighteen (18) may relinquish their membership, or have their membership relinquished by a parent, guardian, or any other person representing their interests.
