(a) The record on appeal shall consist of an electronic tape recording of the entire trial proceeding, copies of all docket entries relating to the case, all papers and exhibits filed in the Tribal Court, and any orders or judgments issued by the Tribal Court.

(b) Any party may request a duplicate of the recording, which the Tribal Court shall supply upon payment of a fee to the St. Paul Island Tribal Court Clerk set by the Tribal Court to offset duplication expenses. No such fee shall be assessed against indigent appellants in criminal cases nor against the Tribal Government of St. Paul Island as a party to appeals.

(c) Alternatively, the parties may stipulate in writing to facts, legal issues, or other matters which will simplify issues on appeal. Such stipulations shall be signed by the parties to be bound, or their representatives, and upon submission to the Court of Appeals Clerk, shall bind the parties as to all matters stipulated.
