(a) Any party who is entitled to appeal under this title must begin the appeal by filing a notice of appeal within ten (10) days of the issuance of the order or judgment to be appealed.

(b) The notice of appeal shall specify the parties to the appeal, the order or judgment appealed, and shall give a short statement of the reason or grounds for appeal. Copies of the notice of appeal shall be served on all parties and copies shall be given to the Tribal Court Clerk and the Court of Appeals Clerk.

(c) The party taking the appeal shall be called the appellant and the other parties shall be called the respondents. The name of the case shall be the same as the name in the Tribal Court.

(d) At the time of filing the notice of appeal, the appellant shall file a bond in the amount required by this title. The appellant shall also pay the filing fee at this time, unless the fee is waived.

(e) Payment of all bonds and fees required under this title shall be a condition precedent to the perfection of an appeal. When the Clerk has received the required bond and filing fee, the Clerk shall prepare, certify, and file with the Appellate Court all recordings, papers, and exhibits comprising the record of the case appealed. Appeals not perfected within ten (10) days of the order or judgment being appealed shall be dismissed with prejudice. [2008 Code § 2.4.9; Res. 1999-17]
