These rules shall govern the procedures in all civil actions in the St. Paul Island Tribal Court. The term “civil action” includes all noncriminal Court cases in which a party seeks to have the Court award relief against another party or to have a legal right declared or enforced. The Court may look to the values, principles, and unwritten customary laws of the Aleut Community of St. Paul Island for assistance in resolving a case or applying these rules.
