The purpose of these rules is to provide litigants with simplified procedures for use in civil cases. These rules are to be liberally construed to secure a just, speedy, inexpensive, and culturally appropriate resolution of every action. The Court may consider other rules, such as the Federal Rules of Civil Procedure, for guidance on procedures not addressed by these rules; provided, that the Court shall interpret those rules with deference to the unique cultural and historical traditions of the Aleut Community of St. Paul Island. The Court may take any measures necessary to carry out and protect its jurisdiction, and may adopt any suitable procedure not inconsistent with the spirit of these rules for any matter before the Court.
