No person may be represented by an attorney in any proceeding under these rules. This section does not apply to the Aleut Community of St. Paul Island when the Tribe is the petitioner in an action for a civil infraction under ATC Title 3. In such specific circumstances, if the Tribe is represented by an attorney, the respondent may also be represented by an attorney at his or her own expense and effort.
