These rules shall provide formal support, structure, and enforcement of An’gim Tunuu as the alternative method of resolving disputes through the use of Unangan principles and values. These rules are to be construed liberally to ensure just, comprehensive, and culturally appropriate penalties for inappropriate or offensive behavior and actions. Where these rules, or any other applicable law of the Tribe, do not specifically address an aspect of the process of An’gim Tunuu, the Chief Judge of the St. Paul Island Tribal Court may devise and implement reasonable procedures to ensure efficient and fair operations; provided, that such procedures are consistent with the purpose and intent of An’gim Tunuu principles.
