(a) The Maqa{si{ta{ should open the session with introductions of the participants and state the rules that will govern the session, as established by this chapter and the Maqa{si{ta{. The Maqa{si{ta{ shall obtain verbal affirmation of all invitees and interested persons that they will hold the session in strict confidence.

(b) The session should then follow the order below:

(1) The Maqa{si{ta{ may open with a prayer if the parties do not disagree;

(2) The participant(s), invitees, and interested persons shall sit in a full circle for the entire duration of the session;

(3) Each participant should be permitted to make opening remarks which should include the statement of the dispute or action but may not include any defenses;

(4) The Maqa{si{ta{ should make certain that the participants understand the exact nature of the dispute or action and may ask questions to clarify points of discussion;

(5) The Maqa{si{ta{ should ask questions to determine what the issues are and the cause of the issues that resulted in the participant’s appearance in An’gim Tunuu;

(6) Once the Maqa{si{ta{ is satisfied that the nature of the controversy or matter has been adequately stated, the Maqa{si{ta{ may open the discussion and allow invitees and interested persons to join the discussion and provide solutions or penalties;

(7) The Maqa{si{ta{ will allow each person in the circle to have an opportunity to speak but will not force any person to contribute to the discussion;

(8) After each person has had the opportunity to speak, the Maqa{si{ta{ will allow the participants to address any comments or concerns raised during the discussion;

(9) Once discussions on the matter have been completed, the Maqa{si{ta{ will then summarize the recommendations of solutions and penalties provided during the session; and

(10) The session may close with a prayer. [Res. 2012-25; 2008 Code § 2.7.10]
