(a) For An’gim Tunuu sessions convened as a part of an active Tribal Court case, the invitees shall propose recommendations of penalties and restoration to be provided to the Tribal Court Judge in the transcripts. Recommendations of penalties and restoration should be guided by the following principles:

(1) Reasonable and proportionate to the action that led to the participant’s appearance in the An’gim Tunuu session; and

(2) Consistent with the values of Unangan culture.

(b) For all other participants, including participants referred by a Tribal Government department, the invitees shall propose recommendations for the resolution of the dispute or obligations to be satisfied by the participant, to be provided to the Tribal Court Judge in the transcripts.
