(a) Community members of St. Paul Island shall serve as the voices of An’gim Tunuu. Any community member eighteen (18) years or older may be invited to participate in An’gim Tunuu to assist with determining the penalties or rendering a decision for a participant.

(b) In an An’gim Tunuu session involving a juvenile participant, invitees may include members of the peer group of the juvenile and need not be eighteen (18) years of age; provided, that such invitees do not outnumber invitees who are eighteen (18) years or older.

(c) In addition to general members of the community, specific community members holding certain positions shall also be invited to participate in every An’gim Tunuu session, so long as such position or equivalent position exists within the community, including:

(1) Chief of Police, St. Paul Island Department of Public Safety;

(2) Mental Health Coordinator;

(3) Substance Abuse Specialist;

(4) Domestic Violence Advocate;

(5) Director of Health and Human Services, Aleut Community of St. Paul Island;

(6) Tribal Enforcement Officer or Compliance Supervision Officer.

(d) Invitees participating in a session of An’gim Tunuu shall total no more than ten (10), but shall be no less than five, including at least two of the position-specific invitees listed in subsection (c) of this section.

(e) In An’gim Tunuu sessions where there is a juvenile participant, the parent(s) or guardian(s) of the juvenile participant must be invited and encouraged to participate in the An’gim Tunuu session, unless the juvenile requests otherwise.

(f) No attorney is permitted to participate in any An’gim Tunuu session in a representative capacity.

(g) All invitees shall be required to verbally affirm and hold in confidence all information obtained during the course of an An’gim Tunuu session. Disclosure of information obtained from an An’gim Tunuu session may result in a separate action under the Tribal Government Code against the disclosing individual. [Res. 2012-25; 2008 Code § 2.7.6]
