(a) There may be more than one person appearing before any convened session of the Tana{ Ludaaĝin Qimis{anangin.

(b) Any person who is named as a respondent in a matter before the Tribal Court may appear before Tana{ Ludaaĝin Qimis{anangin and may consent to appearance for the determination of penalties as an alternative to appearing before a Tribal Court Judge for judgment. Consent to appear before Tana{ Ludaaĝin Qimis{anangin waives a respondent’s rights to dispute the facts and allegations made by the petitioner.

(c) Any person with a dispute may request appearance before Tana{ Ludaaĝin Qimis{anangin as an alternative to filing the matter in Tribal Court. All parties to the dispute must consent to appear before Tana{ Ludaaĝin Qimis{anangin and to have the matter resolved by the appointed Elders and not by a Judge of the Tribal Court.

(d) Any person who is receiving services or assistance from any Tribal Government department may be referred by the department to appear before the Tana{ Ludaaĝin Qimis{anangin. The referral shall be filed with the Tribal Court for approval by a Tribal Court Judge. Continued services from the Tribal Government department, or any other Tribal Government department, may be contingent upon the person appearing before Tana{ Ludaaĝin Qimis{anangin in accordance with the referral.

(e) Persons appearing before Tana{ Ludaaĝin Qimis{anangin who are not tribal members of the Aleut Community of St. Paul Island must consent, in writing, to the jurisdiction of both Tana{ Ludaaĝin Qimis{anangin and the Tribal Court. [Res. 2012-40; 2008 Code § 2.8.5]
