The purpose of this title is to promote the well-being of children and families by assisting families with caring for their children through providing accessible, culturally appropriate services to minors who engage in socially disruptive behavior. This title shall be liberally construed to ensure juvenile offenders are held accountable for their actions in a manner that acknowledges the juvenile’s needs and enhances emotional, physical, and cultural development, while simultaneously considering the needs of victims and protecting the peace and security of the community from juvenile violence and offensive behavior.
