The purpose of this chapter is to provide for the care, protection, and wholesome moral, mental, emotional, and physical development of children through promoting the unity and security of the family environment. This chapter shall be liberally construed to ensure a child is separated from the child’s parents only when necessary for the child’s welfare. Relevant state or federal law, such as the Indian Child Welfare Act, may provide guidance on definitions or procedures not addressed by this chapter; however, state or federal law shall be considered and applied with great deference to the unique cultural and historical traditions of the Aleut Community of St. Paul Island.
