In addition to the rights afforded to all parties under the Rules of Civil Procedure, Chapter 2.20 ATC, parties to proceedings under this chapter shall have the right to an attorney or advocate, at their own expense, if the party is:

(a) A parent of a child alleged to be a child in need; or

(b) A child in need of protection over the age of thirteen (13) and requests representation. [Res. 2012-56; 2008 Code § 6.2.4(2)]
