All records created or obtained under this chapter shall be confidential and not open to inspection, except by the child upon reaching the age of eighteen (18), the child’s parents, including the parent whose rights have been terminated, Tribal Court personnel, Tribal Enforcement personnel, relevant personnel of Children Services, enrollment personnel, and any other person who is allowed access to records by order of the Court based on a legitimate interest in information contained in the records.
