(a) Upon the filing of a petition for adoption where both biological parents have not consented, or where the Tribal Court finds necessary, the Tribal Court may require Children Services to make an investigation and prepare a preadoption report. The report shall provide a determination as to whether the adoption is in the best interest of the child and shall contain all available information concerning:

(1) The physical and mental condition of the child, the petitioner, and the petitioner’s family;

(2) The status of the biological parent(s) of the child;

(3) The home environment, family life, health facilities, and resources of the petitioner;

(4) The child’s cultural heritage and tribal affiliation status;

(5) The marital status of the petitioner;

(6) The names and ages of other children, both natural and adopted, of the petitioner; and

(7) Any other facts or circumstances relating to the propriety and advisability of the adoption.

(b) The report shall be presented to the Tribal Court at least fifteen (15) working days prior to the adoption hearing. [Res. 2012-58; 2008 Code § 6.4.3]
