(a) Consent to adoption by a biological parent shall be in writing and signed by the parent before the Court Clerk or notary public. The consent must include a written detailed understanding of the consequences of adoption and statement that the terms and consequences of the consent are fully understood by the parent consenting to the adoption.

(b) Any consent may be withdrawn prior to the entry of the Decree of Adoption. [Res. 2012-58; 2008 Code § 6.4.4]
