(a) The purpose of this chapter is to establish a uniform rule of law for the governing of customary traditional use of northern fur seal. It is the intent of the Tribe that tribal ordinances do not conflict with our traditional values and unwritten laws. This chapter is established to promote protection, sustained use of, and inherent right to harvest northern fur seal on the Pribilof Islands (i.e., St. Paul, Walrus, and Otter Islands, and Sea Lion Rock).

(b) As the primary customary traditional users of northern fur seal in the Bering Sea region, the Aleut Community of St. Paul Island is committed to long term sustainable use of these animals for cultural continuity, food, clothing, arts, and crafts. The rich Unaa}im tradition and ancestral interaction with northern fur seal provides a unique understanding and knowledge of these animals.

(c) Recognizing that this chapter conflicts with our traditional beliefs, values, and unwritten laws regarding our inherent right to use northern fur seals for customary traditional purposes, this chapter will remain in effect until the current federal regulations governing the take of northern fur seals by the Aleut Community of St. Paul Island are changed to reflect our customary traditional practices, way of life, and inherent right to harvest and hunt northern fur seal.
