(a) All harvesters of fur seal shall be required to participate in any research or management actions of the Tribal Government.

(b) All scientists/researchers who plan to conduct research at a harvest for fur seal are required to apply for a research permit with the Tribal Government in advance of conducting any research at the harvest and shall be subject to the conditions of the research permit if granted.
