“Bonfire” means a large outdoor controlled fire that uses disposal nonhazardous burnable material for the purpose of or as part of a celebration.

“Ecosystem Conservation Office” means the Tribal Council approved department of the Tribal Government that has designated authority to manage environmental and resource issues for the Tribe.

“Enforcement Officer” means the designated persons sworn in by a Tribal Court Judge that have the authority to enforce the laws, regulations, and ordinances of the Tribe.

“Garbage” means any refuse, rubbish, paper, bottles, cans, or any other unwanted material or waste that is usually placed in a disposal container or receptacle.

“Hazardous materials” means any material, product, chemical element, compound, or mixture that when improperly stored, used, released, or disposed of may impact human health or the environment and any material that is flammable, corrosive, reactive, explosive, toxic, or otherwise considered hazardous by the Alaska Department of Environmental Conservation, U.S. Environmental Protection Agency, and/or the Ecosystem Conservation Office. Hazardous materials include but are not limited to: oil, diesel fuel, gasoline, batteries, antifreeze, oil and fuel filters, paint, paint thinners, solvents, thermostats, chemicals, human waste, etc.

“Illegal dumping” means the unauthorized disposal of garbage, hazardous materials, marine debris, or any other materials onto another person’s property without the owner’s consent and/or in unapproved or undesignated areas.

“Littering” means the discarding of any used or unused substance, waste, or garbage in any location other than in a proper disposal receptacle.

“Marine debris” means any derelict fishing or vessel gear, and/or unwanted fishing or vessel gear. Marine debris includes but is not limited to: fishing net, line, buoys, hooks, pots, bait containers, or any other materials related to fishing.

“Non-tribal member” means any person who is not enrolled in the Aleut Community of St. Paul Island as defined by the Constitution and Bylaws of the Aleut Community of St. Paul Island.

“Tribal Council” means the governing Council of the Aleut Community of St. Paul Island as defined by the Constitution and Bylaws of the Aleut Community of St. Paul Island.

“Tribal Court” means the St. Paul Island Tribal Court or the organized judicial body or court for the Tribe as defined by the Tribal Government Code of the St. Paul Island Tribe.

“Tribal Government” means the governing body of the Aleut Community of St. Paul.

“Tribal member” means a person enrolled in the Aleut Community of St. Paul Island as defined by the Constitution and Bylaws of the Aleut Community of St. Paul Island.

“Tribe” means the Aleut Community of St. Paul Island as defined by the Tribal Government Code of the St. Paul Island Tribe. [Res. 2010-27; 2008 Code § 7.4.3]
