(a) The Tribe requires all federal, state, and tribal agencies, public and private entities, and all individuals who undertake any activity or decision that affects or potentially affects cultural sites, to comply with all tribal laws, and with the protective standards provided in the following federal acts and regulations:

(b) Any person in charge of any activity affecting a cultural site shall promptly report to the Ecosystem Conservation Office the existence of any artifacts or remains discovered in the course of the activity and shall take all reasonable steps to secure the preservation of such artifacts or remains.
