(a) No person shall buy, trade for, solicit the purchase of, or otherwise seek to arrange the removal of artifacts from a cultural site without first requesting and obtaining written permission to do so from the Tribal Council.

(b) No artifacts shall leave St. Paul Island without the express written permission of the Tribal Council.

(c) There is no intent in this chapter for the Tribal Government to regulate or take any artifacts that are presently and legally owned by tribal members and used solely for valid personal, family, or spiritual use or used in compliance with tribal or federal law. [Res. 2010-28; 2008 Code § 7.5.5]
