The following terms are defined for the purpose of this chapter:

“Cultural resources” means tangible or intangible material that has aesthetic, archeological, ceremonial, spiritual, historic, scientific, social, or traditional significance to the Tribe for past, present, or future generations.

“Land” means all lands on St. Paul Island, even those lands not owned by the Tribe.

“Non-tribal member” means any person who is not enrolled in the Aleut Community of St. Paul Island as defined by Article II of the Constitution and Bylaws of the Aleut Community of St. Paul Island.

“Research” means any academic, agricultural, agronomical, anthropological, archaeological, behavioral, biogenetic, botanical, clinical, cultural, demographic, ecological, educational, environmental, ethnographical, genetic, historical, linguistic, medical, neurological, orthographical, photographic, psychological, scientific, sociological, theological, toxicological, or videographical study, investigation, analysis, or recordation that is not conducted by the Tribe, whether involving human subjects or not.

“Tanax̂~Unaaĝim Maqax̂singin” means the Tribal Council approved department of the Tribal Government that has designated authority to manage cultural and historical resource issues for the Tribe.

“Traditional knowledge” means knowledge based on direct observation of the environment over many generations that has been developed by the Tribe through a significant connection with natural resources and a unique understanding of the local environment through centuries of interaction.

“Tribal Council” means the governing Council of the Aleut Community of St. Paul Island as defined by Article III of the Constitution and Bylaws of the Aleut Community of St. Paul Island.

“Tribal Court” means the St. Paul Island Tribal Court or the organized judicial body or court for the Tribe as defined by ATC Title 2.

“Tribal Enforcement Officer” means the designated persons sworn in by a Tribal Court Judge that have the authority to enforce the laws, regulations, and ordinances of the Tribe.

“Tribal Government” means the Tribal Government of St. Paul Island, which is the government service arm of the governing body.

“Tribal member” means a person enrolled in the Aleut Community of St. Paul Island as defined by Article II of the Constitution and Bylaws of the Aleut Community of St. Paul Island.

“Tribe” means the Aleut Community of St. Paul Island as defined by ATC Title 1 and ATC 1.05.30. [Res. 2010-29; 2008 Code § 7.6.3]
