Changes in this Charter may be made by the community and if approved by the Secretary of the Interior shall be in force when agreed to by a majority vote of the members of the community qualified to vote and actually voting in an election called by the Secretary of the Interior or pursuant to his direction; provided, that at least thirty (30) percent of the qualified voting membership votes. This Charter shall continue in force for all time, unless taken away by an act of Congress.
