“Adult” means a person who is eighteen (18) years of age or older.

“Child” means a person who is under eighteen (18) years of age.

“Conflict of interest” for Tribal Council members means that a Council member shall not vote or rule on any matter, including but not limited to employment hiring and contracts, project funding, or funding for direct services, in which he or she has a direct, significant personal interest. A personal interest also includes direct involvement of first-degree relatives including parents, in-laws, children, spouses or significant others, siblings, aunts and uncles, first cousins, grandparents, and grandchildren, and anyone living in the same home as the Council member or with whom a romantic relationship exists.

“Council” means the Aleut Community of St. Paul Island Tribal Council.

“Majority vote” means that the outcome of an election in which the Tribal Council or tribal voters are asked to vote in favor or against something is determined by a vote of more than fifty percent (50%), unless a larger number is specifically required by the St. Paul Island Tribal Constitution or by tribal ordinance.

“May” means that something is permitted. If this word is used it means that the action specified can be done but does not have to be done.

“Quorum” means the number of persons needed to conduct regular business. For the seven-member Tribal Council the quorum shall be four members. For a tribal membership business meeting, a quorum shall be thirty percent (30%) of the adult voting members. A larger number of affirmative votes may be called for to conduct certain types of business as specified by the Tribal Constitution or ordinance.
