(a) The Aleut Community of St. Paul Island Tribal Council adopts this Tribal Government Code of Ordinances under the inherent sovereignty of the St. Paul Tribe and under the authority granted to the St. Paul Tribal Council under Article IV of the Constitution and Bylaws of the Aleut Community of St. Paul Island, Alaska. These ordinances may be amended, repealed, or added to under the provisions of Chapter 1.15 ATC.

(b) It is not the intention of our written ordinances to undermine or eliminate the unwritten values and law within us that we have abided by as aboriginal people. Unwritten traditional law has always been in place and this code is not to displace the application of our unwritten customary law. We will continue to value and implement the knowledge of those customs and values. Unwritten traditional law shall be the highest form of law for our Tribe, and if written law conflicts with it, unwritten traditional law shall prevail.
