(a) The Tribe through the Tribal Council adopts the ordinance codified in this chapter under its inherent sovereignty, its exclusive jurisdiction to determine membership, and specifically under Article II, Section 5 of the Constitution and Bylaws of the Aleut Community of St. Paul Island.

(b) This chapter shall supersede and replace Tribal Enrollment Ordinance 88-01.

(c) This chapter shall not supersede any previous St. Paul Tribal Council decision on an individual’s enrollment.

(d) The Council shall have the authority to enroll those who are members of the Tribe through lineal descendancy by a majority vote of at least a quorum of the Council.

(e) The Council may adopt new members into the Tribe who are not automatically eligible by an affirmative vote of at least five members of the Council, under the provisions of ATC 1.45.30(e).

(f) The Council shall also have the authority to disenroll tribal members under the conditions outlined in ATC 1.45.90. [Certificate of Adoption passed April 22nd, 2008; 2008 Code § 1.9.2]
