These rules shall provide support, structure, and enforcement of Tana{ Ludaaĝin Qimis{anangin as an alternative method of resolving disputes through the use of Unangan principles and values. These rules are to be construed liberally to ensure just, comprehensive, and culturally appropriate penalties for inappropriate or offensive behavior and actions. Where these rules, or any other applicable law of the Tribe, do not specifically address an aspect of the process of Tana{ Ludaaĝin Qimis{anangin, the Presiding Elder may devise and implement reasonable procedures to ensure efficient and fair operations; provided, that such procedures are consistent with the purpose and intent of this chapter.
