(a) Election by Polling Hours. Elections of St. Paul Island Tribal Council members shall be conducted through a polling process, which shall be monitored by at least two Election Judges at any given time. The election shall be held on the same day as the annual meeting. The poll shall be open from 8:00 a.m. until 2:00 p.m. There shall be a motion to close the polls from the floor of the meeting. In the event of a tie vote for a Council position, a run-off election shall be held at the annual meeting following the close of the polls.

(b) Place, Time, and Date. The Council shall determine the date, time, and place of the annual meeting to be held in November.

(c) Notice. Notice of elections for Council seats shall be posted at least seventy (70) days prior to elections in at least three public places in St. Paul. The notice for Council elections shall state that persons who wish to seek a seat on the Council may contact the St. Paul Tribal Office and sign a declaration of candidacy. The notice shall state the basic qualifications for holding a position on the Council. The notice shall state a final date for declaring candidacy.

(d) Declaration of Candidacy. Persons who wish to run for a seat on the Council shall fill out a declaration of candidacy at the Tribal Office. Declaration of candidacy may be filed up to forty (40) days prior to an election.

(e) Qualifications for Office. Qualifications for office are described in ATC 1.25.30, the St. Paul Island Tribal Council Structure Ordinance.

(f) Determining Officers on the Council. As stated in the St. Paul Island Tribal Council Structure Ordinance, at the first meeting of the Tribal Council after the annual meeting when an election is held for Tribal Council members, the officers of the Council shall be determined by the Council.

(g) Write-In Candidates. Ballots for Council elections shall have a space provided for write-in candidates. Write-in candidates must meet the qualifications for holding a seat on the St. Paul Island Tribal Council. [Certificate of Adoption passed April 22nd, 2008; 2008 Code § 1.7.5]
